RFP 71-2025 Service Management Solution -
BC Ferries is seeking to replace its end-of-life Cherwell Service Management platform (version 10.4.1) with a modern, cloud-based Service Management Solution (the “Solution”). The Solution should be scalable, secure, aligned with ITIL best practices, and capable of supporting potential future expansion into Enterprise Service Management (ESM).
Key requirements include:
- A cloud-based Software as a Service (SaaS) platform delivering core IT service and asset management, automation, self-service, and integrated workflows to improve cross-departmental collaboration (the “Product”).
- Comprehensive implementation services designed to ensure minimal disruption, effective adoption of the Product, while maintaining flexibility to support future scalability and optional ESM expansion (the “Implementation”).
The initial phase will focus on replacing Cherwell. Any future expansion to include additional ESM capabilities is optional and may be implemented in later phases at BC Ferries’ discretion. Further details are outlined in Appendix B: RFP Particulars.

Proponents shall e-mail their proposal to the attention of the Contact shown on the title page of this RFP, on or before the Closing Date and Time stated.
The Proponent must abide by the following instructions:
Mandatory Submission Requirements :
- Submit its proposal in the English language;
- Submit its proposal in minimum 11-point font size
- Submit its proposal in no more than 50 pages total;
- Page Limit Guidance:
- This page limit applies only to the combined responses for Appendix F (P) General and Strategic Fit and the Appendix E (I) Implementation Requirements proposal
- Proponents are strongly encouraged to limit these sections to 15 to 40 pages in total focusing on clear, concise and relevant content that supports the evaluation criteria.
- Page Limit Guidance:
- Submit its proposal through email to [email protected] in accordance with Section 1.5 - Submission of Proposals.
- Submit its proposal package as follows:
- The Proponent’s Product proposal: This must include one or more products from the Proponent and may also include products from other companies, that together fulfill the Product requirements.
- One (1) to three (3) separate Implementation proposals (provided either by the Proponent itself and/or by third-party Implementers).
